Here is a link to an Indian Express story which indicates that India paid US$ 11 billion to Iran as bribe for granting a loan of US$ 250 billion, to tide over foreign exchange difficulties in mid-1970s.

It is a disclosure by a former Director General of RAW, Mr. Sankaran Nair in his book. He also admitted that he carried a blank bank draft.

LATE WHISTLES
1. If Mr. Nair is an honest and sincere official, he should have offered to resign/retire immediately. Or alternatively if he had courage, he should have refused to comply. He has done neither. He continued to enjoy the fruits of power till his retirement.
He seems to be now raking up an issue by raising late whistles and cashing on the publicity to sell his books. However, if his disclosures are genuine, the Nation can support his courage, the exhibited very late. Better later than never!
JUSTIFIABLE PAYMENTS UNDER DURESS
2. Mrs. Indira Gandhi openly admitted that corruption was UNIVERSAL. The Government might have paid the amount under duress, with an intent to overcome a tight situation for the country.
THINGS TO BE INVESTIGATED
3. Whether Indian politicians/bureaucrats received counter-kickbacks from the Iranian beneficiaries of the bribe.
3. Whether the loan of US$250 billion received from Iran was properly used.
We cannot separate politics from the lives of citizens. Reason: It continuously improves or worsens our lives. Not knowing this, we sometimes start blaming fate for our misfortunes. We shall be throwing our burden on other citizens to improve our lot, if we ignore the gory politics surrounding us.
